Germany has one of the most robust and structured workplace protection systems in Europe. Not by accident, but by strategic choice: the Gemeinsame Deutsche Arbeitsschutzstrategie (GDA) is a permanent platform for cooperation in workplace protection between the three GDA actors (Federal Government, Länder and accident insurers). The dual system: what makes the German model unique
The GDA is a permanent concerted action by the Federal Government, Länder and accident insurers to strengthen safety and health in the workplace. The aim is to create incentives for companies to pursue a sustainable, long-term prevention policy at all levels of occupational health protection. In Germany, workplace safety rests on two fundamental pillars.
The first is the State — through federal laws and the Gewerbeaufsichtsämter (state labour inspectorates) of the 16 Länder, responsible for monitoring compliance with regulations.
The second is the DGUV — Deutsche Gesetzliche Unfallversicherung — the confederation of accident insurance institutions, composed of Berufsgenossenschaften and Unfallkassen. Their specific mandate: prevention, rehabilitation and compensation.
This dual structure creates a far more capillary network of control and prevention than in most European countries.
The 3rd GDA Period 2019-2026: prevention through risk assessment
The strategic objective of the third GDA period is: “Making work safe and healthy: prevention with the help of risk assessment. Together and systematically for good work design with musculoskeletal loads, good work design with psychological loads, safe handling of carcinogenic substances.” (Source: NRW MAGS)
Three operational work programmes:
Programme #1 — Musculoskeletal loads: back, muscle and joint complaints are the main cause of approximately one quarter of all days of incapacity for work in recent years. The programme aims to improve ergonomics in workplaces — from workstation design to shift organisation. (Source: Sachsen-Anhalt)
Programme #2 — Psychological loads: psychological loads on workers are gaining in importance and are also concretely increasing in many workplaces. It is therefore necessary to show companies and workers a framework for recognising, preventing and managing work-related psychological loads. (Source: BMAS)
Programme #3 — Carcinogenic substances: special attention to carcinogenic substances in workplaces — asbestos, crystalline silica dust, wood dust. A subject Germany addresses with scientific rigour and practical tools for companies.
50,000 company inspections every year

The traffic light evaluation system

Green — the company has an effective workplace protection system.
Yellow — improvements are needed in specific areas.
Red — the company must act immediately.
A visual, practical and immediately comprehensible approach that transforms vigilance into a continuous improvement tool.
The 4th GDA Period: in preparation
The Fourth GDA Period is currently being planned. Some orientations are already known. The motto is expected to be: “Moving forward together”. The incentive system: pay to avoid paying
A distinctive feature of the German model without direct equivalent in other European countries: the DGUV’s economic incentive system.
Companies that invest in prevention benefit from reductions on accident insurance premiums. Those who prevent pay less. Those who do not prevent pay more — both in terms of insurance premiums and consequences after accidents.
This mechanism creates an extremely powerful financial incentive to invest in safety — going well beyond mere regulatory compliance.

In Germany, workplace safety is not an option. It is a structured, controlled and incentivised system at all levels.
Five concrete actions every company operating in Germany can start today:
— Conduct a comprehensive risk assessment (Gefährdungsbeurteilung) — including psychosocial risks

— Verify the specific requirements of their relevant Berufsgenossenschaft
— Train managers on the three priority themes: musculoskeletal loads, psychological loads, carcinogenic substances
— Prepare for inspections with complete and up-to-date documentation
